Le 3 juin 2023, sur une chaîne de télévision publique, le contre-amiral Shahram Irani, commandant de la marine iranienne, a déclaré : « Une alliance conjointe entre les forces de l’Iran et des pays de la région, notamment l’Arabie saoudite, les Émirats arabes unis, le Qatar, Bahreïn et l’Irak, sera bientôt mise en place ». Une annonce qui a pris de court les États-Unis dont la seule réaction connue est une déclaration du porte-parole de la cinquième flotte : « Il est inconcevable que l’Iran, première cause d’instabilité régionale, prétende vouloir former une alliance navale de sécurité pour protéger les eaux qu’il menace.
